As you may be aware, the road surface and underlying layerworks of the Main Road, between Muizenberg and Fish Hoek, are in an advanced state of deterioration. As a result, the City of Cape Town has proposed the rehabilitation of a 4.5 km portion of the road from Atlantic Road in Muizenburg to Clovelly Road in Fish Hoek. The work will be undertaken in four phases. Furthermore, it became apparent that the services running in the Main Road reserve, specifically the water mains, storm water lines and sewer pipes were also in need of repair or replacement. Therefore, the upgrading of these services has been included as part of this project. Kayad Consulting Engineers were appointed by the City of Cape Town to undertake the design work and to supervise the contractor, Civils 2000, during the construction of phase 1. The start date of this phase 1 contract, occurring between the “Posthuys” and Dalebrook Road, was the 21st January 2008. It is expected to be completed in approximately 18 months, in July 2009.
With a view to minimizing the impact on traffic accommodation and the possible disruption to water services during the construction period, Chand Environmental Consultants were appointed by the City of Cape Town to undertake a public participation process for this proposed project. The first phase of the public participation process provided Interested and Affected Parties (I&APs) with an opportunity to raise any related issues or concerns during the design phase of the project. This took place from August 2007 to December 2007.
The second phase of the public participation process has recently commenced, the key objectives of which are to provide an opportunity for on-going liaison with I&APs and to channel the relevant issues through to the appointed Community Liaison Officer. Throughout the construction phase, every two months a Community Liaison Meeting will be held for key stakeholders and a Newsletter will be provided to all registered I&APs.
Note that there will be disruption from the first week of February 2008 through to the 7th March 2008 whilst an investigation of the existing services takes place. During this time, the road will be partially closed. In addition, at times there will be night work (from 22h00 onwards) in order to accommodate for preliminary sewer investigation work. However, it should be noted that there will be no removal of road surface or half width road closure until the end of the Argus/Pick ‘n Pay Cycle Tour, scheduled for the 9th March 2008.
It should be noted that the project team consists of the following responsible persons: Paul Booth (Roads and Stormwater Directorate) of the City of Cape Town; John Craig (Engineer), Andrew Rush (Engineers Representative) and Darryl Carver (Specialist Water Services Consultant) of Kayad Consulting Engineers; and Rob Starke (Director), Jason Keating (Contracts Manager) and Andrew Simpson (Site Agent) of Civils 2000. In order to ensure the safety and well being of the public, the project will be overseen by Health and Safety Inspector, Rod de Witt, of Independent Risk Analysis.
