Simon’s Town Property Evaluations: The Cape Town Blunder

THE City of Cape Town has extended the deadline for objections to all property valuations until April 30. This was announced by valuations director Chris Gavor at a public meeting in the Strand on Tuesday, April 3.

The substantial discrepancies in valuations in the same area was discussed while the officials told them that “the system had caught up with them”.

The City of Cape Town admitted that many mistakes had been made in the calculation of valuations. They said these valuations would be corrected before the end of the month.

Cape Town, he said, was the first local authority in South Africa to implement the new Municipal Property Rates Act. The City had to work within the one-year time frame set by the Act and could not extend the deadline for objections later than the end of April as Council had to approve the 2007/2008 budget in May.

Mr Neilson said the Act provided a number of steps that could be taken if people were unhappy about their valuations. There would be further opportunity to object against the revised valuations and if owners were still unhappy, they could put in an appeal.

“The only criteria is: is the market value correct? The impact on the rates is irrelevant,” he stated. He said the City decided to give a higher increase than the inflation rate this year. Electricity is to go up with 5,6%, water and sewerage with 19%, refuse removal with 11%, while property taxes would differ from individual to individual. Some people would pay less, others could pay up to 50% more, depending on how much their valuations had increased. He said the City had worked on an overall 24% increase in the proceeds from property tax.
